Lagoon's Water Skeeters were pedal boats (or pedalos) just like you would find at many other parks and waterfront areas. Riders sat in a reclined position and used their feet to pedal across the water.
The loading dock was originally where the Tidal Wave is now. When Tidal Wave was installed there in 1980, a new dock was built on the northeast corner of Lagoon Lake and a bridge was built over the tracks of the Wild Kingdom Train for riders to reach the dock. In most of the pictures I've seen, the boats seem to travel counter-clockwise around the lake.
The boats may have been switched out for new ones at some point. The gate at the original entrance for the boats remained as the entrance to Tidal Wave until some time between 1989 and the early 1990s. You could see the gate in the bone yard outside of Pioneer Village from the Lagoon Trail, but now the trees and shrubbery has grown around it so much it's harder to find.
